Abstract

This research aims to describe Community Empowerment in Tambaksari District, Surabaya City through the Work-Intensive Housing Program for Paving Production. This type of research is descriptive with a qualitative approach. Interviews, observation and documentation are the techniques used in collecting research data. Data analysis techniques through data collection, data condensation, data presentation, and drawing conclusions. This research obtained the following results: 1) Location or area selection was carried out optimally. This can be seen from the determination of the criteria for land assets of the Surabaya City Government that can be used as paving production land. In this case, we also collaborate with related parties. Tambaksari District also utilizes the Labor-Intensive Paving Production Houses in other Districts for the people of Tambaksari District to house them. 2) Community Empowerment Socialization has been carried out well. This can be seen from the Tambaksari District, together with the parties involved, who have carried out outreach with material related to the labor-intensive paving program and the information provided has been well conveyed to the community. However, to absorb more workers, a strategy is needed. 3) The Community Empowerment process has not been implemented optimally. In the process of community empowerment, area identification and regional potential studies have been carried out, there has been the formation of a labor-intensive paving business group, although in recruiting members there have been obstacles in the form of discrepancies in poor family data and inaccurate targeting of poor families, there has been training and implementation of plans that have been prepared with the support of facilities such as provision of capital, completeness of facilities and infrastructure as well as marketing of production results. After that there is also monitoring of the production process and results. However, it is felt that the completeness of the facilities and infrastructure is still not optimal, the machines are facilitated by manual machines so they require extra human power. Machines also often break down, so this is one of the factors that produce production results cannot be maximized or results do not comply with established standards. 4) Community self-reliance has been implemented well. This can be seen from the fact that the labor-intensive paving business group in the Tambaksari District is able to manage its own business. However, even though it is independent, Tambaksari District together with the Water Resources and Highways Service still always monitors it by providing motivation. Apart from that, through the Solid Work Paving house program, the people of Tambaksari District are also able to grow their skills so that they can participate in representing events related to innovation programs owned by each city.
